Xi'an's Integrated Service Center for Used Car Export Officially Opened

Early this year, Xi'an City's integrated service center for used car export was officially opened at Xi'an International Port Station and began operations. It is the first in the province to introduce a business model that combines "Used car export + China-Europe express train + Free trade zone assembling + Tax rebate at the port of departure". This venture is contributing to transforming Xi'an Port into an assembly center for used car exports aligned to the regions within the 'Belt and Road' initiative.


Before initializing operations, used car exporting companies must prepare a variety of documents including vehicle purchase tax invoices, compulsory insurance policies, factory qualification certificates, vehicle consistency certificates, business licenses, and authorized power of attorney. Once the documents are ready, they can proceed to the Xi'an City one-stop service center for used car export to handle export (vehicle administration) operations. After inspection, the documents can be taken to the service hall for further work.


Li Ming Zhao, the supervisor of Xi'an city used car export one-stop service center, explains the process as follows: "After the vehicles park in the designated inspection spots, our professional inspectors will compare related documents. We also have a hand-held PDI public security dedicated network terminal for report submission. Following these procedures, you can move on to the business hall. After the procedures are complete, companies can then apply for licenses, report to customs, and dispatch."


The service center provides businesses with a "one-stop" service covering the full process required for exporting used cars including vehicle registration, temporary licensing, transfer pending export, vehicle deregistration, boarding on the China-Europe express train, export declaration at customs, assembly in the free trade zone, tax rebate at the port of departure, etc.


Wei Xiao Huan, Market Manager of Xi'an Qinbaolu International E-commerce Co., Ltd., expresses his satisfaction with the service center. "Before, we might have had to go to the vehicle administration, the bureau of industry and commerce, the tax bureau, and the traffic police team. It could have taken us almost a week from receiving the vehicle to complete all the procedures. But now, with the completion of the one-stop service center, we can simply bring our cars here and finish everything in a single day."


In April 2019, Xi'an was approved as one of the first ten pilot cities in the country allowed to carry out used car export business. Last year, our city exported a total of 4,080 used cars, of which 3,892 were exported via Xi'an railway port, approximating a 17-fold increase compared to the statistics of 2022.
