The Standard of Chinese Used Car Exports: Quality requirements for used passenger car export

To carry out the export of used cars is an important measure to promote the high-quality development of foreign trade, do a good job in the steady growth of foreign trade, and is also an important way to stimulate the vitality of the domestic automobile consumer market and promote the healthy development of the automobile industry. In April 2019,the three departments of the Ministry of Commerce, the Ministry of Public Security and the General Administration of Customs jointly issued the Notice on Supporting the Export Business of Used Cars in mature areas, proposing that "export vehicles should meet the market access standards of export target countries. If the export target country has no access standards, the export vehicle shall meet the relevant standards of the used car export area. The relevant regions should formulate good export testing norms for used cars, and clarify testing items and qualification standards." This document is formulated to promote the sustainable and healthy development of the export of used passenger cars, maintain the image of Chinese automobile brands, and ensure the quality and safety of exported vehicles.

1.   Radius

This document specifies the export quality requirements, inspection procedures and precautions for used passenger cars.

This document is applicable to the export quality control of used passenger cars in China.

2.   Normative reference document

The contents of the following documents constitute the essential provisions of this document through normative references in the text. Where a reference file with a date is noted, only the version corresponding to that date applies to this file; Undated references, the latest version of which (including all change orders) applies to this document.

3.   Terms and definitions

The terms and definitions defined in GB/T 3730.1 and the following terms and definitions apply to this document.

3.1  major accident vehicle

Severe impact caused structural damage to the vehicle and the vehicle in water, fire and other accidents.

3.2  motor vehicles-hood

All outward moving body panels in front of the windscreen are used to cover the engine,luggage, storage and batteries.

3.3  oil (liquid) leakage

The surface of the component has obvious oil (liquid) stains and forms oil(liquid) drops.

4.   Quality Requirements

4.1  Vehicle and identification information

4.1.1 The vehicle should not meet the requirements of the relevant national mandatory scrapping regulations, and the service life of the specified requirements is more than 1 year (excluding 1 year).

4.1.2 The vehicle identification number shall be consistent with the content of the motor vehicle driving license (or temporary driving license plate) and motor vehicle registration certificate. And the engraved vehicle identification number should not be chiseled, patched, polished, gasketed, repainted (except for the case of painting process in design and manufacturing to protect the engraved vehicle identification number) ,unauthorized re-engraving and other abnormal circumstances. For vehicles whose uniqueness is in doubt, the vehicle identification number recorded in the electronic control unit should also be checked.

4.1.3 The content recorded in the engine/drive motor identification or the visible engine number/drive motor number shall be consistent with the content of the motor vehicle driving license (or the temporary driving vehicle license plate) and the motor vehicle registration certificate, and the engraved engine number/drive motor number shall not be altered, excavated, polished, or re-engraved without authorization.

4.1.4 The shape of the vehicle and the number of approved passengers shall be consistent with the contents of the motor vehicle driving license photo and motor vehicle registration certificate endorsement, and there is no illegal modification such as changing the shape of the carriage or the structure of the vehicle.

4.2  Vehicle accident

4.2.1 The structure of the car body should be free of serious deformation, cutting,welding, etc. The structure of the car body is shown in Figure 1.


4.2.2  There should be no obvious signs of soaking in the cab.

4.2.3  There should be no obvious signs of overfire on the vehicle.

4.3   Vehicle appearance

4.3.1  the following requirements shall be met:

     a)   The door should be opened and closed smoothly, with good tightness and no leakage.

     b)   The door lock should be intact and functional;

     c)   The opening and locking function of the car hood (cover) lock should be normal;

     d)   The windscreen wiper should work normally and the tape should not break.

4.3.2  If the vehicle is not within the period of validity of the safety technical inspection,the following requirements shall also be met:

     a)   The appearance of the body shall meet the requirements of 6.4.1.1 and 6.4.1.2in GB38900-2020

     b)   New energy vehicles shall meet the requirements of 6.4.1.4inGB 38900-2020;c) External lighting and signal devices shall meet the requirements of 6.4.3.1inGB 38900-2020.

4.4   Powertrain

The following requirements should be met:

     a)   The engine and drive motor are fixed and reliable, and there should be no cracks or oil leakage;

     b)   Engine oil should not be coolant mixed and emulsified;

     c)   The transmission belt and oil pipeline should not be broken or damaged;

     d)   The battery should not have the phenomena of pole column fracture, appearance damage, liquid leakage, etc.

4.5   Cab

4.5.1  The following requirements shall be met:

      a)   The steering wheel, shift lever (or shift button) and shift indicator sign should not be obviously damaged, except where the surface is normally worn.

     b)   The rearview mirror in the car should not be damaged, the adjustment function is normal and can effectively maintain its position;

     c)   These at should be fixed reliably with normal adjustment function.

4.5.2   If the vehicle is not within the validity period of safety technical inspection, the following requirements shall also be met:

     a)   Car seatbelts shall meet the requirements of 6.5.1.2 in GB 38900-2020;

     b)   Vehicles equipped with auxiliary brake pedals shall meet the requirements of 6.5.18 in GB 38900-2020;

     c)   Vehicles equipped with handling aids for physically disabled persons shall meet the requirements of 6.5.22 in GB 38900-2020.

4.6   Chassis

4.6.1  The following requirements shall be met:

     a)   Lubricating oil, coolant, steering booster, etc., should not be leaking oil or liquid;

     b)   The shock absorber is stable and effective, there should be no oil leakage, and the shock absorber spring should not be damaged;

     c)   Gas cylinders, pipelines and joints of gas-fueled vehicles should be fixed and reliable without leakage. There should be no frost or condensation of water droplets in the bottle:

     d)   The manual maintenance switch (MSD) should be in good appearance, plugged in place, and the anti-release device is locked.

4.6.2  If the vehicle is not within the validity period of safety technical inspection, it shall also meet the following requirements:

     a)   The tires shall meet the requirements of 6.4.4.1 and 6.4.4.2 in GB 38900-2020;

     b)   Steering system components shall meet the requirements of 6.7.1 in GB 38900-2020:

     c)   Drive train components shall meet the requirements of 6.7.2 in GB 38900-2020;d) The driving system components shall meet the requirements of 6.7.3 in GB 38900-2020:

     e)   Brake system components shall meet the requirements of 6.7.4 in GB 38900-2020:

     f)   Other parts shall meet the requirements of 6.7.5 in GB 38900-2020.

4.7   Dynamic driving

4.7.1  The following requirements shall be met:

     a)   There should be no fault information related to anti-lock braking devices(ABS) ,electric power steering systems(EPS) and other driving safety;

     b)   Pure electric vehicles, plug-in hybrid electric vehicles, fuel cell vehicles should not have alarm signals related to electric drive systems, high voltage insulation,power pools, etc.;

     c)   The engine and drive motor should run smoothly, no noise, and the idle speed is stable.

4.7.2  If the vehicle is not within the validity period of safety technical inspection, the following requirements shall also be met:

     a)   The steering system shall meet the requirements of 6.6.1 in GB 38900-2020;

     b)   The drive train shall meet the requirements of 6.6.2 in GB 38900-2020;

     c)   The brake system shall meet the requirements of 6.6.3 in GB 38900-2020;

     d)   Gauges and indicators shall meet the requirements of 6.6.4 in GB 38900-2020.

4.8   Instrument and equipment

If the vehicle is not within the validity period of the safety technical inspection, the following requirements shall be met:

     a)   Service brake performance should meet the requirements of 6.8.2 in GB 38900-2020:

     b)   Parking brake performance shall meet the requirements of 6.8.3 in GB 38900-2020:

     c)   The headlamp high beam luminous intensity should meet the requirements of 6.8.4 in GB 38900-2020.

5    Check the process and precautions


5.1   Inspection process

The used passenger car export quality inspection agency shall carryout operations as shown in Figure 2.


5.2   Accept an application

5.2.1  To submit the application, the applicant shall submit the basic information of the vehicle and the copy of the motor vehicle driving license (or temporary driving license plate) and motor vehicle registration certificate. Basic vehicle information includes vehicle identification code, power type(traditional fuel vehicles, new energy vehicles) ,engine number/drive motor number, vehicle type, brand, model, manufacturer, factory date, representative mileage, safety technical inspection validity period, etc.

5.2.2  The agency accepts the application and notifies the applicant of the vehicle inspection.

5.3   Vehicle verification

Check vehicle and certificate information according to 4.1 requirements and fill in Appendix A. If it does not meet the relevant requirements of 4.1,it will directly issue a substandard quality report.

5.4   Identification of significant accident vehicles

According to the requirements of 4.2,determine whether the vehicle has had A serious accident such as serious impact,soaking water,or fire,and fill in Appendix A.If it does not meet the relevant requirements of 4.2,the vehicle is identified as a major accident vehicle and the quality unqualified report is issued directly.

5.5   Technical inspection

Perform technical inspection of the vehicle according to the requirements of 4.3 to 4.8,and fill in Appendix A.

5.6   Photoshoot

5.6.1  Vehicle basic information photo

Take 1 photo of each vehicle identification number,engine number/drive motor number,and odometer.

5.6.2  Exterior photograph

Take one 45-degree photo of the left front and one of the right rear of the vehicle.

5.6.3  Other photos

Other parts of the picture that the operator thinks need to be taken.

5.7   Issue quality report

5.7.1  After the vehicle quality check is completed,fill in Appendix B.

5.7.2  Quality report results are divided into qualified and unqualified. If all items in the quality requirements are qualified,it is judged to be qualified,otherwise it is judged to be unqualified.

5.7.3  Authorize the signatory to sign the quality report and affix the official seal of the organization.

5.7.4  The quality report is valid for 4 months and will automatically become invalid upon expiration.

5.8   File archiving

The quality report, motor vehicle driving license(or temporary driving license plate) ,motor vehicle registration certificate, photos and other documents shall be electronically filed, and the retention period shall not be less than 6 years.
